输入错误后的再分配
输入错误时的重新定位(ReallocationinCaseofInputError)
当从IMP读取信息的时候，如果有输入错误发生，接收NCP就有可能去计算信息的长度。下面的协议可以在CCN-HOST的UCLA用来重新同步流量控制。
如果发现输入错误，而且这时NCP知道预期链接号码，NCP将会发送一个frac=0的GVB给发送主机并不再理予那条链路上的任何流入信息。当RET已经被接收到，一个新的ALL信息
将被发送。
当GVB到达时,如果发送主机不是在等RFNM,发送主机将马上发送一个RET。如果发送主机
是在等待一个与错误信息一致的RFNM或是与接下来信息一致RFNM，他将在收到RFNM后发送RET。
这样一来，接收主机将在他发布一个新的ALL前确知链路是空闲的。
